The video shows members of the Daesh-linked Ansar al-Islam Front flourishing SA-7 Strela-2 – the first evidence indicating a dramatic relaxation of US restrictions on arms supplies in the country.

Rebels in the video claim to have distributed the weapons to “several points” around Syria to counter air strikes from both Bashar al-Assad and Putin’s forces.

How many times does this make that we've heard of U.S. military arms and ammunition getting into the hands of ISIS?

this is a significant development I've been waiting to see.  TBH I'm surprised it's taken this long.  It won't take many downed Russian helicopters or fixed wing aircraft to ramp things up in Syria.

Most of these manpads are not much threat to high flying bombers...choppers are a whole different story.

The SA-7 Strela 2 is very, very old...1960's technology, and it's Russian (though there is no doubt we supplied them), so hopefully the Russians will be well prepared to counter them since they built them.

But, now that this is happening  it's only a matter of time before more sophisticated, modern manpads start showing up..and they're a game changer.

It's much more of a threat to the Syrian airforce, and also to Russian helicopters.  If they do manage to hit some Russian aircraft there would be hell to pay.  Putin hasn't gotten angry YET.  Hopefully there ISN'T a "YET", however, it would certainly escalate things.  That-said, the longer game that is being planned by the usual suspects (U.S, Israel, NATO, et al) is a bombing campaign targeting Syrian forces.  Russia knows this well, which is why they deployed S-400 air defence system at Khmeimim Air Base and multiple S-300 systems in strategic locations, and, most-recently, deployed Mig-31BM air superiority interceptors to Khmeimim. (The Mig-31BM has standoff interception capabilities which far surpass that of the U.S. F-22, capabilities which include long range anti-stealth radar and missiles.)
