'Martland Act' would empower U.S. troops to block sexual abuse on foreign soil

A congressman wants members of the U.S. armed forces to stop sexual abuse on military installations and forward operating bases, including crimes by allied troops in their own countries.

Rep. Duncan Hunter, R-Calif., announced Wednesday he would introduce a bill that, should it become law, would force the Defense Department to expand the scope of abuse service members should intervene to stop. The bill says it is in response to reports that soldiers and Marines have been "advised to respect cultural and religious practices of Afghans and told that sexual abuse perpetrated by local allies was a matter of Afghan law."

The legislation, officially the Mandating America's Responsibility to Limit Abuse, Negligence and Depravity, or Martland Act, says that "human rights violations, including child abuse, shall not be conducted or condoned on any U.S. military instillation" in the U.S. and abroad — whether the perpetrator is American or foreign. It requires the Pentagon to submit to Congress "a comprehensive plan detailing the procedures by which the Secretary will implement the policy" within 90 days of the bill's passage into law.

Lawmakers are calling on the Pentagon to fully reinstate a decorated United States Army sergeant whose career status is under review after he hit an American-backed Afghan militia officer for raping a boy.

The Special Forces member, Sgt. First Class Charles Martland, helped to beat up the militia commander, Abdul Rahman, in 2011 after he abducted a boy and kept him chained to his bed as a sex slave.

Sergeant Martland, who was on his second deployment with the Green Berets in Afghanistan and who received a Bronze Star for his actions during a Taliban ambush, later wrote to the Army that he and a Special Forces captain, Dan Quinn, “felt that morally we could no longer stand by” and allow the Afghan Local Police “to commit atrocities.”

Twisted minds are in charge of what's been going on. Hopefully this guy will be reinstated and cleared for doing the right thing. Why is it that doing  what is right is what is punished?  I would have killed that ******* if I'd been in his shoes, not just beat him up or I'd have cut off what he uses to torture children and shoved it into his filthy mouth. Could you imagine hearing little kids screaming because they were being raped and told not to do anything about it?  Then when you did you end up on trial and lose everything you've worked for.

Couldn't agree more. He should be praised for his actions not recieve dicipline for them.

Americans shouldn't leave their American values at the door especially when Americans are called by their superiors to lay down their lives to help stabilize these barbaric cultures and the animals that reside therein.?

basically "don't do it, it doesn't happen here, and don't speak about it, keep it hush hush, and if it does happen, it shall not be said its bad or stopped".
