DHS Internet/Cell Phone Shutdown Program

11 posts in this topic

Most people don't have landlines anymore and rely on the internet for just about everything. If both cell service and the internet went down, people would no longer be able to communicate with each other which is exactly why the Government has a kill switch program called SOP 303!

The US Government Has An Internet Killswitch — And It’s None Of Your Business

The Supreme Court has refused to hear a petition concerning the Department of Homeland Security’s secretive internet and cellphone killswitch program.

On Monday the Supreme Court declined to hear a petition from the Electronic Privacy Information Center (EPIC) that sought to force the Department of Homeland Security to release details of a secret “killswitch” protocol to shut down cellphone and internet service during emergencies.

EPIC has been fighting since 2011 to release the details of the program, which is known as Standard Operating Procedure 303. EPIC writes:

“On March 9, 2006, the National Communications System (‘NCS’) approved SOP 303, however it was never released to the public. This secret document codifies a ‘shutdown and restoration process for use by commercial and private wireless networks during national crisis.’”

EPIC continues, “In a 2006-2007 Report, the President’s National Security Telecommunications Advisory Committee (‘NSTAC’) indicated that SOP 303 would be implemented under the coordination of the National Coordinating Center (‘NCC’) of the NSTAC, while the decision to shut down service would be made by state Homeland Security Advisors or individuals at DHS. The report indicates that NCC will determine if a shutdown is necessary based on a ‘series of questions.’”

Supreme Court Denies EPIC's Petition to Obtain Cellphone Shutdown Policy: Today, the U.S. Supreme Court declined to review EPIC v. DHS, concerning the government's cellphone shutdown policy. EPIC had pursued the secret policy after government officials disabled cellular service at a BART station in San Francisco during a peaceful protest. A district court in Washington, D.C. ruled in EPIC's favor when the DHS sought to withhold the policy, but the court of appeals later overturned the ruling. EPIC urged the Supreme Court to review the case to resolve a conflict between the D.C. Circuit and the Second Circuit Courts of Appeals. EPIC also pointed to competing public safety interests when cell service is disabled, but the Court declined. Despite today's order, EPIC successfully obtained a redacted version of the shutdown policy. (Jan. 11, 2016)

What does an emergency have to do with shutting things down?

Does the internet need to shut down in case of the government pulling something dirty?

Or does cell phone service that is likely overloaded in an emergency just need to be turned off so the emergency can be made worse?

Our government never does anything rationally.  It seems to be a matter of convenience, but also stupidity.

You should see what California has done. They will kick you off the HAM Radio public frequencies anytime they have something going on and they want the emergency back-up communication system free of talk, even though they are not using it, they still demand no one use the public system while they have declared an emergency and are in the middle of said emergency and the emergency can last for days and the police never use the back-up system once but it MUST stay free of talk during the period the police want it free of talk or they will charge you with a Crime.

DHS is setup the same way and that is NOT GOOD.

That's just asinine, shutting down communications when they're needed most.

This was after DHS was making it easier for people to get a HAM license to do what the DHS wanted them to be used for.  Now they don't want anyone using the frequencies, when DHS isn't even using them.  Usually HAMs kick in when there is an emergency or communication down elsewhere.  There's something else going on here.

Our government respects no rules of any kind, and retains no order that it was intended to keep.

When there is something that the government is doing wrong, they just willingly violate the Constitution, the Bill of Rights, and the Declaration of Independence at will.  Go shoot off your fireworks on July 4th with your city fireworks permit, for freedoms we can no longer celebrate.  This is just the same as it is for NSA spying (really they can't figure out who's going to get this organized so they have to shut it all down, so nobody can do anthyngi).  Just round us all up, because maintaining law and order is only when the citizens have a rightful reason to protest.  But hell, the Ferguson stuff was all over the TV, and a year later, the protest again.  They didn't bother to shut that live stream off.  Our government is a joke.  They've led us right back to where we've started from trying to get away from the Crown.  And the crown just wants the whole world to itself.

I'm outta green. Probably will catch up tomorrow, but don't hold me to it. I forget stuff o.o;;; But your so close to bull's eye, I had to say something, and here it is my man, CI; The crown already owns the world. They really do. I mean, I know, there's a vinny mac behind the queen Hogan and her long reign, but that dude, that vinny mac, has owned the world since the 1800s. America was a british coloney, Jackson did what he could to win us the independence our founding fathers' fought for (not all though, some were terries or traitors or whatever you call a ***** ass crown sympathisier. I love the british, but your crown is a joke. No lie) and by Jekyle Island we were all sold back out to the beast. Now don't lose that Birth Certificate. It's more valubale to the state than your own actual life.

Yeah, the Ham system was FOR the ability to get the news out there when all Hades breaks loose. Now, however, it'd "Dangerous" to have Joe Anybody speak, they might spread harmful "disinformation". And since the most likely threat of major catastrophe are the Hordes, we know darned-well what information they don't want out. Such as, say, people buying huge numbers of cell phones, wirecutters, fuse material, unloading lots of empty propane tanks, wearing interesting clothing, head wraps, the day before the SHTF! We don't want anyone to be on watch for similar stuff and people, right? GRRRRR!!! :onfire:

Ok, guys time to clam up, the g-men are up to no good, and they don't want anybody to know what they're up to.  They want to pull this off without anybody having a clue that it's just another excuse to write laws on the citizens that citizens had no involvement in.  Things were just a little staged before little Joe Peep let out a little too much information, and now things are really going hot.  They put little Joe Peep in a noose, because well it get them real big criminals a crowbar hotel sentence for life, and they just didn't appreciate that.

Any reason why we should honor our illegal and dishonest government's requests for secrecy, 'cause you know them real stiff fines or sentences, or maybe even getting hung is some real fear factor there.  Our government is so out of line, it wouldn't hurt anything to rein 'em back in.  But going after this turkey or that turkey ain't gonna get it.  Gonna have to go open season to get anything accomplished.
