Biden running for president...

So a number of news outlets (http://www.mediaite.com/online/sources-tell-fox-news-joe-biden-has-decided-to-run-for-president/) are reporting that Biben has decided to run for prez. But I know I read somewhere a few months ago that this decision would be a signal for something, and for the life of me I can't track it down. Does anyone else remember some insider saying that this would just be a diversion for O to stay in office?
